He has also been invited to speak and facilitate at various international conferences / workshops and also worked on many projects with participants and delegates from ASEAN, Asia, Commonwealth countries and the Middle East.

Winston started off his career as an auditor with the then Coopers and Lybrand before crossing over to the civil service. During his stint with the Accountant-General’s Department of the Ministry of Finance Singapore, he was seconded to the Ministry of Foreign Affairs (MFA), as head of the finance department. He later moved on to the Ministry of Finance, Headquarters. Throughout, he was extensively involved in various aspects of Public Governance, in particular, Public Financial Management. His experience ranges from that of managing a finance department to that of formulating finance, budgeting, accounting and procurement policies at a central level.
